in this problem, how to relate the tension on the left to y and y_B? is it the same as the spring force on the right? why is mg not in the EOM?

Yes, since the pulley is massless, the tension in the cable on the left side is equal to the tension on the right side (the spring force).

Note that y is measured from the "static equilibrium" position. Recall from lecture when we measure response from the static equilibrium state the weight force does not appear in the EOM.
