In this problem, you are given the "hull speed" of the boat. With this, the author is telling us the true speed of the boat (6.5 knots) which is the magnitude of the absolute velocity vector of the boat.
Suggestion
Write down the relative velocity vector equation relating the speed of the boat to the speed of the wind: v_boat = v_wind + v_boat/wind . You can then write each of the three vectors in this equation in terms of the angles given in the problem. Note that this is a VECTOR equation producing two SCALAR equations. You have two unknowns: the speed of the wind and the speed of the boat relative to the wind. Solve these two equations.
